Several years in the past, freshly back from a yr in Stockholm yet deeply en meshed within the American Malaise of the past due 1960's, I sketched out a picture of Swedish policy-making that outlined a generalized policy-making function and sought to narrate that position to either citizen attitudes and the elite political tradition 1 in Sweden. even supposing that comic strip turns out to were taken heavily by means of different foreigners, i believe it really is reasonable to claim that the central response of my Swedish acquaintances and co-workers was once leisure. whilst I later (1970-71) back for an additional 12 months in Stockholm, i discovered myself being brought at events because the guy who had written ''that marvelously out-of-date comic strip of ways Swedish politics used to work-hah, hah. " Or, i might be known as the yankee who, like Marquis Childs a few years prior, "believed our propaganda. " through 1970-71, after all, the Swedish political atmosphere had develop into extra boisterous than it have been in 1967-68. certainly, throughout the process that 12 months my amused colleagues came upon themselves enmeshed in a strike motion opposed to the govt. that used to be a part of an emotional sequence of such activities that a few observers concept might convey such a lot public companies to a halt. If my previous portrait were motivated (too a lot, they proposal) through the yankee Malaise within which i used to be implicated, so needs to their later response to my portrait were motivated (too a lot, i assumed) by way of the Swedish Turmoil of 1970 and 1971.

As we shall observe in a later chapter, however, this proportion of satisfied officials is higher in Sweden than in any other nation for which we have data.! Indeed, only among Swedish officials are there many (12 and 14 percent of administrators and politicians, respectively, or 43 people) who are judged to be "passionate" defenders of the status quo. Privileged origin is surely relevant to any appreciation of Swedish elite satisfaction but, in view of the many programs of social redistribution that have been undertaken during the past two generations,2 it is also problematic.
28 To conclude, however, that the Swedish bureaucracy is therefore cut off from the rest of society would be a serious error. Indeed, one of the most striking characteristics of the Swedish elite is that, having made it to the top, they find themselves deeply involved with a variety of other governmental and privatesector organizations. Thus, nearly 75 percent of these respondents are members of Royal Commissions, members of advisory boards to other national agencies, representatives to international bodies, and holders of other national-level responsibilities; more than 15 percent are active in private sector organizations as board members or consultants; 6 percent even hold office in local government.
It is also clear that the proportion who hold office in other organizations now is smaller (33 percent) than it was when these individuals were being educated. A tendency to belong more but participate with less intensity as responsibility increases is easy enough to understand, particularly if we note the nature of outside interests. The proportion who participate now in service and cultural organization is almost double what it was, as is the propor- tion involved in political organizations. Participation in sport clubs is much lower, almost entirely because of a cessation of leadership activity.
